APM database can't be reached on EM startup

Issue/Introduction
Installed a new 10.8 EM using a locally installed Postgres database. EM fails to connect to the database on startup.
Environment
APM 10.8
Resolution
Customer is using Postgres 16 which is not supported. The APM 10.8 install didn't create any APM tables resulting in the error
ERROR: relation "apm_vertex_type" does not exist
