Unable to set up a notification for a custom object

Issue/Introduction

You have a custom object that you want to create a notification for in the Modern UX (MUX) however, the custom object does not appear in the target object drop-down when creating the notification

All supported releases

Cause

The Rule Engine is not enabled.  Querying the odf_objects table shows 'is_re_enabled = 0'
