Error: "This VDC does not support the creation of Org VDC Networks." for Organization Administrator users when creating a network

Issue/Introduction
Organization Administrators are unable to create networks for their Organization VDC (Org VDC) in VMware Cloud Director (VCD).
When an Organization Administrator user tries to create a new network, there are no network types available to choose from and you see the error:
This VDC does not support the creation of Org VDC Networks. Please contact your system administrator.
When a System Administrator attempts to create a new network for the Org VDC, the only available network type is a Direct Network.
In the Network Pool view of the Organization VDC in the VCD Provider Portal, the Network Pool name is displayed as None.

VMware Cloud Director 10.x
Cause
This is an expected behaviour when there is no Network Pool associated with an Organization VDC. When there is no Network Pool associated with an Organization VDC the only type of network that can be created is a Direct Network by System Administrator users.
Resolution
To resolve this issue add a Network Pool to the Organization VDC.
Log into the VMware Cloud Director Provider Portal as a System Administrator user.
Navigate to the Organization VDCs view and click on the name of the impacted Organization VDC.
In the Organization VDC view, click on Network Pool.
In the Network Pool view, click Edit.
In the Edit Network Pool Details for "<Org VDC name>" pop-up window, click Specify Network Pool.
Select a Network Pool from the list of pools to use with this Organization VDC.
(Optional) Set the Cross VDC Networking and Maximum Provisioned Networks settings as required.
Click Save.
Note: NSX-T Geneve Network Pools can only be selected if the Organization VDC has a Backing Type of NSX-T. For Organization VDCs with a Backing Type of None, see Create a Network Pool for steps on how to create Network Pools that are not backed by NSX-T.
