Error "Credentials Verification Failure" for VMware Cloud Director collection in Usage Meter

Issue/Introduction

• VCD (VMware Cloud Director) is added to Usage Meter , however status is reported as 'Credentials Verification Failure'.
• "collection-vcd-main.log" in "/opt/vmware/cloudusagemetering/platform/logs" on Usage Meter reports the following errors:

ERROR --- [pool-5-thread-1] c.vmware.um.collector.CollectionHelper   : FipsUnapprovedOperationError collecting from server XX
org.bouncycastle.crypto.fips.FipsUnapprovedOperationError: RSA PKCS1.5 encryption disallowed

Environment

Usage Meter 4.8

Cause

This issue occurs when VCD instance with a non-FIPS compliant certificate is integrated to Usage Meter with FIPS enabled.

Resolution

To resolve this issue,  perform either one of the following options:

1. If FIPS is required, SSL certificates on VCD must be renewed with FIPS compliance
2. If FIPS is not required, disable FIPS on Usage Meter following  Configure the FIPS-Compliance Mode for vCloud Usage Meter
