Creation of CSE cluster fails with timeout error during post customization phase [guestinfo.cloudinit.kind.binary.install.status]

Issue/Introduction
Creation of CSE Cluster fails after creating the Ephemeral VM.
You might notice following error in the vCD UI tasks:
Name: ScriptExecutionTimeout Type: Error Time: Mon Jul DD 2024 HH:MM:SS GMT+0500 (Time Zone) Resource Name: EPHEMERAL-TEMP-VM Detailed Error: [error while bootstrapping the machine [ClusterName/EPHEMERAL-TEMP-VM]; timeout for post customization
Virtual services are created but are in Failed state. The virtual services are not created properly and in error state in AVI Load Balancer as well.
Environment
VMware Cloud Director Container Service Extension 4.x
Cause
If there are not enough AVI licenses available, the creation of virtual services will fail.
Resolution
Verify if AVI is used as the load balancer for Kubernetes cluster creation via CSE. If it is, check whether there are sufficient AVI licenses available to create the virtual service.
If the license is incorrect or insufficient, obtain the appropriate license and apply it to AVI.
Once the required number of AVI licenses are assigned, the creation of virtual services should proceed successfully as expected.
This can be checked from the Tenant portal: Network > Edge gateway > Load Balancer > Virtual Services.
