User can access staffing page via URL even if they do not have Staffing - Navigate access

Issue/Introduction

A user can access Staffing page using a URL even if user does not have ‘Staffing - Navigate’ access.
In the 'Resource Availability' section the page appears to be loading  with the message 'Loading data... Please wait'

Steps To Reproduce:

1. Create a labor resource and assign access right 'Page - Navigate' and 'Project - View' Instance Access right for one project
2. Login into Clarity MUX using using the login credentials of the user created in step one above. Note user only has 'Pages' Icon in the Navigation menu
3. Modify the URL to display Staffing page as follows http://example.com/pm/#/staffing/staffing
4. On the Staffing page, click on the following tabs - 'Allocations By Resource', 'Allocations By Investment', 'Assignments by Resource', 'Assignments by Investment'

 

Expected:  In the 'Resource Availability' section of all these tabs, the pages should be simply blank
Actual: In the 'Resource Availability' section of all these tabs, the section displays 'Loading data... Please wait'
