WBS Sort number duplicates when adding a new task

Issue/Introduction

When adding a new task the WBS Sort number is a duplicate of an existing task.  The number corrects after refreshing the page

Steps to recreate

1. Log in to MUX
2. Create or open a project
3. Go to Tasks module
4. Add three tasks
5. Click the Columns flyout
6. Add WBS Sort to the columns
7. Right click the 2nd task and choose Insert Sibling

Expected Result - The WBS Sort number is unique

Actual Result - The WBS Sort number on the new task shows 3 which is a duplicate of one of the existing tasks

Workaround: Refresh the page

Created DE153047 as a usability issue. This is currently targeted for 16.3
