Filtering on per-period totals in comparison mode when unique records of second cost plan exist, is inconsistent

Issue/Introduction

Steps to Reproduce:

1. Create a Cost Plan (say - Cost Plan One) with grouping attributes Cost Type and Transaction Class
2. Add 4 Cost Plan Details records to the plan
3. Add Cost to the Records
4. Now create another Cost Plan (say - Cost Plan Two) with same Grouping attribute combination
5. Now add cost plan details  and cost values to the 2nd plan. 
6. Add 4 cost plan details to 2nd plan. Make sure that out of 4, 2 record's grouping attribute combination should match with the 1st plan and 2 should be unique combination
7. Now select 2nd cost plan as comparison Plan and add a filter on Cost attribute.

Actual Result:

• Observe that few records which are not satisfying filter criteria are also filtered out.
