When clicking on 'Add Person', the ordering and display suggestions are wrong

Issue/Introduction

Steps to Reproduce:

1. Go to Project workspace, add a new column from the column picker, save the view. 
2. Now select Manage View from the view drop down and click the Share button for the view. 
3. Click 'Add Person' to open the drop down. 

NOTE: The 'Add Person' button will appear if the Administrator has enabled the 'Views - Share with People' Action. 

Expected Results:

• The display suggestions of full name and email is displayed with or without search. The sort should sort by full name. 

Actual Results:

• The display suggestions of full name and email is only displayed when you perform a search. The sort is by first name.
