Unable to update the target widget when locale is set to Spanish

Issue/Introduction

You are trying to update the Target Widget in Roadmaps.  When your locale is set to Spanish, you are unable to update and the widget stays in edit mode until the page is refreshed.

Steps to Reproduce: 

1. Log in to MUX
2. Go to Roadmaps Workspace
3. Open or create a new Roadmap
4. Go to Roadmap Items>>grid view
5. Click on the widget icon
6. Click Manage Widgets>>New widget>>Target>>Next
7. Enter in a Title, Type = Target and pick a Sum
8. Click Create and then Add
9. On the widget, hover over the word Target
10. Click the edit icon
11. Type in a number and tab out
12. The Target is updated to the number you entered
13. Click on your avatar photo and select Settings
14. Click General
15. Change Locale to Spanish
16. Close box
17. Now hover over the word Target again and click Edit

Expected Results: With or without changes, you should be able to tab or click out.

Actual Results: Unable to tab or click out of the widget, it stays in edit mode.  Unable to make any changes
