Error "java.lang.IllegalArgumentException: License blocked capacity larger than 1" in vse.log

Issue/Introduction

When starting the Virtual Service Environment Service (VSE), the following error is shown in the vse.log:
"ERROR com.itko.lisa.coordinator.VirtualServiceEnvironmentImpl - Could not load virtual service '####' java.lang.IllegalArgumentException: License blocked capacity larger than 1"

Environment

Service Virtualization all supported releases.

Cause

VSE is not a performance VSE

Resolution

The Virtual Service shown in the error message is configured with a capacity that is higher than 1.
If the VSE is configured as a performance VSE (for which you require a license) then a Virtual Service can have a higher capacity than 1.
If the VSE is not a performance VSE, then configure the VS with a capacity of 1 in the DevTest Portal and that will avoid this error.

Additional Information

To configure a performance VSE set "lisa.vse.performance.enabled=true" in local.propeties.
