Http Jobs and k8S Jobe types require EXECUTE in the eem as-owner policy

Issue/Introduction

Some users can use the autosyslog CLI utility to retrieve spool files from HTTP and k8S job types.
However, the same users can not retrieve the same spool files from WCC unless we add the EXECUTE permissions for the as-owner policy

Environment

Autoys 12.X
WCC 12.X

Cause

Product Limitation in WCC versus the CLI

Resolution

Add the EXECUTE permission in the EEM as-owner policy to allow the user to retrieve the spool files from WCC.
