False Security Errors on App-Ca.log

Issue/Introduction

STEPS TO REPRODUCE:

1. Login to Classic UI.
2. Create a new user and add the below access rights to the user.
       Page - Navigate
       Page - View - All
       Project - Create
       Project - View Management - All
       Projects - Navigate
       Resource - Edit - All
       Resource - Hard Book - All
       Resource - Navigate
       Resource - Soft Book - All
       Resource - View - All
       Resource Management - Navigate
       Staffing - Navigate
3. Logout and Login to MUX as the new user created in Step 2.
4. Navigate to Security.logs and check the app-ca.log

Expected Results :- Nothing should be logged for this user.
Actual Results :- An Error Message security.AdminTileSecurityDelegate : User XXXX does not have Admin navigate access rights
