SSO Enabled Environments throwing API-1003 : Could not find resource home in the logs

Issue/Introduction

app-ca logs are getting filled with this error 1000+ times an hour, and the logs are rolled too quickly:

com.ca.ppm.rest.exception.NotFoundException: API-1003 : Could not find resource home.

STEPS TO REPRODUCE:

1. Login to any SSO enabled Clarity 16.2.2 environment.
2. Navigate to Blueprints -> create a copy of the Standard Page Blueprint. Edit the copy.
3. In the blueprint, Ensure that the properties page is set or any other channel or Canvas.
4. Navigate to Pages -> Create a new Page Instance. Edit the blueprint of this instance to the one from step 2.
5. Navigate to Administration -> System Settings -> Homepage -> Add Page. Select the page from Step 4 and Access Groups as "Basic Group for User Access".
6. Logout & Login.

Expected Results: User lands on The default page without any error logged in app-ca.log.  
Actual Results: User lands on the Default page but we see an error in app-ca.log that API-XXXX : Could not find resource home.

Workaround: To make sure the logs are kept clean, you can adjust the logging for this category to FATAL.
