CA Privileged Access Manager - Server Control (PAMSC)

Issue/Introduction

Slow performance has been seen on many simple commands when seos is loaded.

The issue only occurs when seos is loaded, issue does clear up when seos is stopped but return immediately after restarting seos

This is an AIX db2 server. All commands on the server are extremely slow when PAMSC is running:

XXXXXXX # time ps -ef|grep seos
    root 54067574        1   3 11:38:34 pts/15  0:17 /opt/seos/bin/seosd
