Issue/Introduction

USE0046E USER xxxxxx NOT DEFINED TO DICT "" ENTER "END" TO EXIT DME  - look for proper access.

IDMS all supported release

Resolution

DME will produce this error when the dictionary option, IDD SIGNON SECURITY IS ON  is specified and
  A- the userid is not in that dictionary
OR
  B- the userid does not specify IDD SIGNON IS ALLOWED
