When attempting a vCenter upgrade from command line you see the following error and the update does not complete.
Command> software-packages stage --iso
[YYYY-MM-DD HH:MM:SS,602] : Discovering updates...
[YYYY-MM-DD HH:MM:SS,715] : Latest updates already installed on VCSA, Nothing to stage
The ISO image VMware-VCSA-all-7.0.3-22837322.iso is mounted.
vCenter Server
This issue is caused by the incorrect ISO image being used for the upgrade. The correct ISO is the FP patch ISO.

Attach the VMware-vCenter-Server-Appliance-7.0.3.01800-22837322-patch-FP.iso file to the vCenter Server CD or DVD drive.
Log in to the appliance shell as a user with super administrative privileges (for example, root) and run the following commands:
To stage the ISO:
software-packages stage --iso
To see the staged content:
software-packages list --staged
To install the staged rpms:
software-packages install --staged
