Client tool ORA-28040: No matching authentication protocol

Issue/Introduction

After upgrade from Oracle 12c to 19c, 

getting the following error while making the Client tool connection

Environment

Identity Governance 14.5 

Oracle 19 C

Cause

Oracle environment configuration.

Resolution

In the  Oracle sqlnet.ora file add

SQLNET.ALLOWED_LOGON_VERSION_SERVER property
