Issue/Introduction

Overallocated resources are also showing up as GREEN indicator in Allocations by Resource (Staffing ) 

STEPS TO REPRODUCE
1. Login to a Clarity env and create a resource (Testing)
2. Overallocate the resource by atleast 2 FTE for June and July 2024 
2. Navigate to MUX - Staffing - Allocations by Resource
3. Filter for Resource Name = Testing
4. In the MUX Settings, Unit Of measure = Days and Over Allocation Threshold and Assignment Threshold = 10%
5. View Options configured as below
   Periods = Month
   Type = Duration
   Start Period = Current Period
   Number of Periods = 12
   Totals  = Sum of Periods
   Allocation Display = Allocation
6. Check the Green/Red indicator in the first grid for June and July 2024
Expected: The resource availability for July 2024 is 2 FTE and hence over allocated. So the indicator in the 1st grid should show RED
Actual: The indicator shows GREEN even though resource is allocated 2 FTE above the availability.
