Unable to update Idea's Start Date in Classic and MUX

Issue/Introduction

When we attempt to update Start Date on some ideas it is reverting back to the original value and not updated.

Cause

prexternalid in the prlock table was update to prj_1 from ~rmw.

Resolution

Update prexternalid in the prlock table from prj_1 to ~rmw as this is breaking out of the box functionality of the effort task.
