Tie-Breaker scheduler failing to start

Issue/Introduction

Upgraded the Autosys Tie Breaker to 12.1 , After upgrade scheduler in the Tie Breaker server is not Starting up.

CAUAJM_W_40357 The AutoSys tie-breaker scheduler is only required to run in dual server mode. Shutting down.

Cause

Tie-Breaker will not start if the AutoSys is not in dual event server mode.

Resolution

CAUAJM_W_40357 The AutoSys tie-breaker scheduler is only required to run in dual server mode. Shutting down.

This is working as designed(Scheduler Shutdown).  A Tie-Breaker scheduler is only needed if you are using DUAL Event Servers (two dbs defined in the config.$AUTOSERV file). If it only one db, it is not needed and reported so and shut itself down.  You can still use the tie-breaker's as_server if you wanted/needed but the tie-breaker scheduler will/should remain stopped.
