Staffing Modal Usability Issue - First, pinned column needs to wrap text

Issue/Introduction

When looking at the Staffing Modal, the first, pinned column does not have a tool tip or does not allow manual width adjustment or does not have view options to wrap text.

Steps to Reproduce:

1. Go to the Staffing Workspace - Allocations tabs
2. Right-click on a child row to 'Edit Allocations' to display the modal from the timeline or from the Resource Histogram 
3. Observe the long name of an investment is not fully shown. 
4. Go to the Assignments tabs
5. Right-click on a child row to 'Edit Assignments' to display the modal from the timeline or from the Resource Histogram 
6. Observe the long name of a task is not fully shown. 

Expected Results: To see the full name of the investment or task. 

Actual Results: The full name is not shown.
