Ability to Disable Drag and Drop Functionality in SMP Console

Issue/Introduction

If our administrators are careful there is always a risk of accidentally dragging an item and moving it accidentally.  It would be more desirable if we could disable drag and drop as we can simply right click > Move an item which is a more deliberate action than a click and drag.

This feature is available in SMP 8.7.3 release.

Add new setting DisableTreeDragAndDrop via Core Settings

and set it to 1 to disable drag and drop
