Ability to Disable Drag and Drop Functionality in SMP Console

Issue/Introduction

If our administrators are careful there is always a risk of accidentally dragging an item and moving it accidentally.  It would be more desirable if we could disable drag and drop as we can simply right click > Move an item which is a more deliberate action than a click and drag.
