NSX Upgrade UI stuck at 70% - Updated the available compatible version cache

Issue/Introduction
In attempting to upgrade from NSX 3.2.3.1,
- The bundle has been successfully uploaded
- The Begin Upgrade Progress popup indicates that the process has reached 70%
- The popup has been at the same percentage for over an hour
Environment
NSX-T 3.2.3.1
Cause
The install-upgrade service is not responding. This may be due to a transient issue with the service updating the UI.
Resolution
Restart the install-upgrade service on all NSX Manager nodes. This causes no impact to datapath traffic.
From the nsxcli admin prompt on each node, run the following commands:
- get service install-upgrade
- restart service install-upgrade
- get service install-upgrade (again, to ensure the service is up)
- Log out of the NSX UI and wait about 5 minutes.
- Log back into the NSX UI and navigate to Upgrade
- The Upgrade wizard should continue. It may show that it is waiting for the upgrade service to respond on the other cluster nodes.
- Once complete, you may run your prechecks and continue with the upgrade steps.
