Pop-up in 'Assignments by Resource' does not show values

Issue/Introduction

Edit Assignment modal does not show ETC / Actuals / Usage if start and finish of the assignment curve is only on last day of a period

Steps to Reproduce: 

1. Create a project that begin and ends on the last day of a month and staff a resource
2. Create a Task that begins and ends on the same day as the Project in step 1
3. Create an assignment on the Task created in step 1 (system should automatically assign ETC to that same day)
4. Goto Staffing | Assignment by Resource
5. Ensure that the Time Periods are months and that they include the month used in step 2
6. Double-click in the Bar area on the row for the resource used to create the assignment in step 3. 

       Expected: The modal shows the ETC for the assignment created in step 3

       Actual: The ETC cell for the month that has the ETC is empty

DE116085 is fixed in 16.2.3.

Note that this issue also does affect Actuals and Usage as well and is not only limited to ETC
