VCF 5.0 cant be deployed with core based license keys

Issue/Introduction

VCF Bringup will fail with an error message "invalid licensekeys". Also, a 'core-based' license key cannot be applied to a deployed SDDC Manager. 

Environment

VCF 5.0

Cause

There is no core based licensing support in 5.0. As part of 5.1, VCF started supporting core based licenses, adding additional DLFs.

Resolution

This is fixed in VCF 5.1.

Customers need to use any valid CPU package based license keys for bringing up management domain on VCF 5.0.
