Issue/Introduction

After installing ACF2 Level Set 1, 2 & 3.  receiving  the message at IPL, in the syslog.
ACF8A922 ACF2 Product Registration failed with RTN_CD - 40 and RSN_CD - 4,

Resolution

This is a Common services issue.  ACF2 is a victim.
Presenting below the mitigation process.

Follow the guidance for common service r15.0

Review PTF LU04487.
This is an informational UPGRAD solution that lists the Common Components and Services (CCS) fixes that are required
to support  the Feature Registration Service (FRS).

This PTF LU04487 is not downloadable, but in order to support Feature Registration Service (FRS)  and hence 
eliminate the ACF8A922 message, apply all the PTFs listed in the PTF description, reproduced below: 

15.0      SO15973    Feature Registration Service (base)
15.0      LU01130    Fix - Product instance truncated to 8 bytes
15.0      LU03516    Enhancement - LE C API, setting option for USED/NOTUSED 
                     (instead of USECOUNT), calling IBM's Register Service
15.0      LU05108    Enhancement - support for product components/options, 
                     calling IBM's Register Service in SRB mode, and option to not track USED/USECOUNT
15.0      LU08836    Enhancement - support for Product ID
15.0      LU08595    Enhancement - Java API for feature registration service

Also check PTF LU07226 and download and apply all the PTFs listed there.
These PTFs are not critical when it comes to product overall functionality, but it is highly recommended if your site is intending to use 
Feature Registration Service (FRS) in the near future

Verify  PTF SO14749 is applied in Common Services 15.0 environment.
This PTF delivers the CAS9LVLS module.
