The user is not able to log in to the Identity Governance UI, the error message while trying to log in
"Identity Governance default authentication is disabled. Please contact the admin"

The Identity Manager authentication was enabled as the customer was trying to use the users from Identity Manager, but looking at the authentication the SAML authentication was enabled too.
Since the customer is authenticating with Identity Manager, disabling the SAML authentication and restarting the Identity Governance service solve the issue.
