Issue/Introduction
On Windows 11 or Windows 2022, SXP Package containing file permis.sxp and/or services.sxp does not work properly
The files permis.sxp and services.sxp are not executed by sxpeng32.

Resolution
Certification patch 99112149 should be applied on Agents :
Windows 11 23H2/Windows Server 2022 Packager Certification - Agent Patch
