Time entry notes editions: Timesheet note failed to update error

Issue/Introduction

Timesheet note failed to update error editing time entry notes if the Note Date option is checked and/or the MUX timesheet feature toggle is on

STEPS TO REPRODUCE:

1. Classic PPM > Administration > Project Management > Timesheet Options
2. Default Time Entry Options > Check the Enable Note Date box
3. Go to MUX > Administration > Feature Toggles
4. Ensure the below feature is enabled:
   Timesheet Improvements to the Time Period Carousel, Hyperlinking, Search and Notes & Timesheet Accessibility Improvements
5. Go to MUX Timesheets
6. Open any timesheet and add a time entry
7. On the time entry row > Actions (3 dots icon) > Notes
8. Click on Add a Note
9. Enter a Note and add a Note Date > Save
10. Edit the Note and modify the text

Expected Results: The time entry note to be edited.
Actual Results: Error: Timesheet note failed to update, please try again.

If you refresh the page after the initial error is given, you will notice the timesheet note edition was not actually saved
After the page is refreshed the note can be deleted
If you try to delete the note after the edition error occurs, you also get an error:
API-1004 : Invalid resource identifier 5001017.

Cause

This is caused by DE116196

Resolution

This is fixed in 16.3.0 

Workaround: 
Uncheck the Enable Note Date option (step2)
OR
Deactivate the toggle feature:
Timesheet Improvements to the Time Period Carousel, Hyperlinking, Search and Notes & Timesheet Accessibility Improvements
