Performance issues caused when converting CIT instance to template or visa versa

Issue/Introduction

Summary: In Release 16.0.0, the query was implemented for applying rules while converting CIT instance to template and vice versa. This caused performance issues for environments with a relatively large number of instances. 

Steps to Reproduce:

1. Create a Custom Investment type instance (CIT) 
2. Check the 'Is Template' Boolean field 
3. Observe the amount of time it takes to update 
4. Uncheck the 'Is Template' Boolean field
5. Observe the amount of time it takes to update 

Expected Results: Reach expected performance response times. 

Actual Results: The section in the query took 12 seconds for every execution and was executed 2.5K times.

Workaround: None.
