Cost Plan 'Could Not Load Total Row' error

Issue/Introduction

Steps to Reproduce:

1. Login to New UX
2. Navigate Projects
3. Pick a Project -> Navigate to Financials -> Cost Plans -> Cost Plan per period metric should be populated
4. Under Cost Plan Details, make sure that "Show Total Row" is checked
5. Create New Cost Plan -> Open the newly created cost plan

Expected Result: Cost Plan should open properly

Actual Result: Cost Plan opens with a error “Could Not Load Total Row”
