For any non-administrator user, export a file to CSV format is not working when downloading the file from the Notification.
Applicable only to clarity systems that have cmn_option_value for cmn_options.option_code = 'RESTRICT.APP.XSS' set to 'False'.
Steps To Reproduce:
Expected Results: A file generated and launched from the Notification area should be successful.
Actual Results: The action "Export to CSV" is not successful.
