OC -> Groups -> Metrics Export Report PDF unable to show 100% y-axis

Issue/Introduction

Trying to generate PDF reports from the OC ->Groups->Metrics export option 

Would like the full y-axis to 100% to be shown in the reports too, as per this sample report only up to 60% is shown:

UIM 20.4.x /23.4.x

Resolution

Current design is that the y axis will be calculated automatically and pdf will not have 100% fixed. It will be slightly higher than the highest data point.
