Issue/Introduction

If you see policy actions "Succeeded with failures", check if the policy actions are being utilized on the same VMs. 

Resolution

If one policy has an action to start the VM and another has an action to stop the VM within the same hour then you will most likely get interference and see "Succeeded with failures". To fix this, make sure start/stop policy actions that hit the same VMs are at least one hour apart.
