Issue/Introduction

Steps to Reproduce :-
 
1. Login to Modern UX.
2. Navigate to Staffing Module.
3. Click on users Profile -> Settings -> General and change the "Over Allocation Threshold" and "Over Assignment Threshold" to 1% and set the Unit of Measure to "Hours".
4. Change the allocation details of resource so that it is just above the Over Allocation Threshold. Ex:- If you have 160 as the availability for a particular month try using 165 as the new allocation.
 
Expected Results :- Color Should change on the Resource Row to Red as it exceeded the Threshold
Actual Results :- Resource row is not coloured according to the settings.

Environment

Clarity PPM 16.1.3

Cause

We saw this issue on 16.1.3 version and the Threshold is not in affect unless it's over 10% of the value.

Resolution

This is no longer reproducible in later versions of the product. Tested on 16.2.1 and 16.2.2.

As a workaround user needs to modify the Over Allocation Threshold to a different number and change it back to 1%.
