Apply Changes fails with "Timed out sending 'get_state' to instance"

Issue/Introduction

Apply Changes fails with error "Timed out sending 'get_state' to instance 'instance-example/abc######-###-####-####-##########3c', agent-id: '98####-####-####-####-##########8c' after 45 seconds

But when the instance status is checked with "monit summary", all the processes on that VM are up and running. 

 

Cause

This can be caused by a network hiccup or the agent being briefly unresponsive. 

Resolution

Re-running Apply Changes should not fail again.
