A userid named MASTER is found in Scheduler with TYPE=MANAGER, and ACCESS=READ, WRITE.
Is this userid needed for the Scheduler to operate correctly?
MASTER is a default userid, and is defined to Scheduler during installation. See Scheduler SAMPJCL member ISTEP31:

To determine whether this userid is still needed, check the SECURITY option. The security option is defined on the CAIRIM CAIJGEN command, and may be viewed from Scheduler ISPF option 3.10.
SECURITY=NO or YES means users must be defined to Scheduler (i.e, DEFINE USERID=....)
SECURITY=EXTERNAL means users are not defined to Scheduler. External security (ACF2, or RACF, or Top Secret) will be used to determine access rights.
