Extending the start range of VNI pool which has active allocations fails.

Issue/Introduction

Updating the start range of a VNI pool which has active allocations results in the below realization error:

Cause

Updating the start of a range requires copying all allocated ids.  This is currently not supported.

Resolution

Start of the range can only be changed if no VNIs/IDs are allocated in that range.

As remediation you can create a new VNI pool or extend only the end range of the pool.
