Plans: Actual calculation is only counting assigned resources to roles

Issue/Introduction

Actual calculation in Plans is only taking into consideration assigned resources to roles, and unassigned will be counted in the None record

 

Steps to Reproduce: 

1. Create an Investment OBS type plan 
2. Import some investments for the "Architect" role where some roles have assigned resources (See green arrow below next to an unfilled role) and some do not have assigned resources (red arrow) like the below example.  Make sure all the child plans are published.
3. Go the "Plan" module and for the "Resource Breakdown" table find the "Architect" role 

 

Expected:  The "Architect" role "Actual" value should include both assigned resource roles and unassigned resource roles.

Actual: The system is only counting for Actuals, assigned resource roles (See yellow arrow below) - the unassigned is being counted in the "None" record.
