Attribute tooltips are not being visible on Status Report workspace

Issue/Introduction

On Status Report object, if attributes has tooltips, then the tooltips are not visible within the Status Report workspace. The tooltips are only visible on the Status Report grid screen on the modern UX

STEPS TO REPRODUCE:

1. Configure Tooltip: Navigate to Modern UX >> Administration >> Attributes
2. Filter for Object = Status Report and provide tooltip for any attribute, for example Key Accomplishments 
3. On Modern UX, navigate to a project >> Status module. Navigate into a Status report having the field = Key Accomplishments
4. Once inside the Status report's workspace, check for the tooltip on the attribute: Key Accomplishments

Expected Results :-

The tooltip on the attribute Key Accomplishment should be visible

Actual Results :-

The tooltip on the attribute: Key Accomplishment is not visible. The tool tip is only visible on the Status grid screen

Clarity PPM 16.2.1 and all valid Clarity PPM releases
