Issue/Introduction
Running VLSUTIL FORMAT and RESTORE NOCLEAR(R) abends with S0C4 abend in IBM module IGG019DC.

Cause
VLS DA (BDAM) file was not successfully allocated. ISPF 3.4 on the dataset showed 0 tracks.
Resolution
Make sure the new VLS file is successfully allocated before running VLSUTIL FORMAT and RESTORE.
