New T1 Router marked Down in NSX UI

Issue/Introduction

A newly created T1 gateway is marked down.  No additional configuration has been completed beyond creating the gateway and associating it with an Edge cluster.

Environment

Greenfield NSX-T 3.x and 4.x deployments are affected.

Cause

No overlay transport zone configured an attached to the NSX Edge Node within the NSX Edge Cluster where the T1 gateway is being placed.

Resolution

Attach an overlay transport zone to the NSX Edge Cluster.  T1 routers communicate using an overlay network and will be marked down if one is not available.
