Retrieve Cost History report by AWS Services using Rest API

Issue/Introduction

It is not possible to make an API call that returns cost associated with both "AWS Services" and "Service Items".

Resolution

Both AWS Services (Parent) and Service Items (Children) both come in one dataset and the UI picks the one to render.   Filtering the results for just the parent data columns in the array will be necessary after the results are rendered.
