Some Korean characters are garbled after the SMG upgrade

Issue/Introduction

The following names of Policy with Korean characters are garbled if the policy is opened in edit mode. If we click 'save' button, the name will be saved with the garbled characters. 

e.g. The original Policy Name is "0002. SE솔루션사업그룹".

STEPS TO REPRODUCE:

1. Open the Control Center and go to 'Administration' tab > Policies > Administration.

2. Click 'Add' and type the name of policy, e.g. " 0002. SE솔루션사업그룹". Save it.

Confirm the policy is displayed without the garbled characters.

3. Open the policy in edit mode.

The name of policy is displayed as "0002. SE\uC194\uB8E8\uC158\uC0AC\uC5C5\uADF8\uB8F9"

Environment

SMG 10.8.x, 10.9.0

Resolution

The problem will be fixed on the next release, 10.9.1
