While on VMware NSX-T 3.2.x, the newly prepared ESXi hosts may exhibit the following symptom: Host "NSX configuration" column show "100% Configuration Complete".
The ESXi hosts appear to be working, but this status will persist in UI. The ESXi hosts are able to receive new configuration from the NSX management plane and communication between the ESXi hosts with NSX managers is working.
There may not be any impact to the ESXi hosts.

"100% Configuration Complete" means the ESXi host has received the configuration from the NSX management plane and completed the final process of host preparation. However, the ESXi host failed to notify the NSX manager that it is completed, thus the UI is stuck at "100% Configuration Complete".
To resolve this issue, cycle the problem ESXi hosts into NSX maintenance mode and then out of the NSX maintenance mode. This will trigger the resync between the ESXi host and management plane, thus completes the status.
