Issue/Introduction

When running the Startup command in sqlplus it stops with error "LRM-00109: could not open parameter file 'D:\ORACLE\PRODUCT\19.3.0.0\DB_1\DATABASE\INITPORTECT.ORA'"

Environment

DLP 15, 16

Cause

Privilege restrictions on the C:\Oracle\Product\19.3.0.0\db_1\database\spfileprotect.ora file. 

Note: The Initprotect.ora file is generally not available, DLP will only check for it if the spfileprotect.ora file is missing. 

Resolution

This is an indication that install instructions may not have been followed as expected. The resolution is to use windows to grant Full permission AND ownership to the <drive>:\Oracle folder and all subfolders / subfiles.
