16.2.2 - Performance slowness on 'My Timesheet' and 'Review & Approve' page when Timesheet Improvements toggle is ON

Issue/Introduction

Timesheet page performance issue when the New Timesheet toggle is ON

STEPS TO REPRODUCE
1. Login to a 16.2.2 machine which has a big Timesheet dataset
2. Navigate to MUX - Administration - Feature Toggle 
3. Enable the below toggle 
  Timesheet Improvements to the Time Period Carousel, Hyperlinking, Search and Notes & Timesheet Accessibility Improvements
4. Navigate to Timesheet - Review & Approve page
5. Using the Timeperiod drop down, go back atleast 6 months (preferably closed time periods) and select a date
Expected: The page renders quickly and the time period selected shows up quickly
Actual: It takes atleast 10+ seconds for the page to load
6. Navigate to My Timesheet page
Expected: The page loads quickly showing the Timesheet select task page (if user is OTE)
Actual: The page tkes 14+ seconds to load.
