Actual Cost/Units are not displayed in Budget

Issue/Introduction
Actual Cost/Units are not displayed when a Cost Plan is submitted as a Budget
Steps to Reproduce:
- Create and financially enable a project
- Add staff who are financially enabled, they should get auto assigned to the effort task.
- If there is not an effort task created, create a new task and assign the resources
In Classic View
- Go to Home>>Transaction Entry
- Click New
- Entry Type = Voucher
- Enter Entry Number
- Click Save
- Click New
- Enter in required information, selecting the Investment ID and Task you just created.
- Save & Return
- Go To Home>>Reports & Jobs>>Jobs
- Run Post Transactions to Financial job
- Run Post to WIP job
In MUX
- Open your project
- Go To Financials
- Create a new Cost Plan
- Add Actual Cost column if it is not already displayed.
- You will see the transaction you posted
- Click on Cost Plans to go back to Cost plans list page
- Make sure the Cost Plan is the plan of record
- Right click Cost Plan and select Submit for Approval
- Click on Budgets
- Click on the Budget Plan
- Add Grand Totals via View Options
Expected Result - You should see the Actuals that were in the Cost Plan
Actual Result - There are no Actual Cost shown in the Budget Detail
