Chargeback menu item missing in the Aria Operations UI

Issue/Introduction

• The Chargeback menu item is not available in the Aria Operations UI after upgrading from 8.16.x or lower to 8.17.1 and above.
• The "Manage Registration" option is not available in the VCD adapter.

Environment

Aria Operations 8.16

Aria Operations 8.17

Aria Operations 8.18

Cause

• The Chargeback menu item will not be displayed if the the previous Chargeback appliance has not yet been migrated.
• There are pre-existing configured Rate Cards in prior release of Aria Operations, 8.14 and below.  Chargeback is disabled upon upgrade.

Resolution

The appliance should be migrated to enable the Chargeback menu item.
